Hi, I am new to this. Is it possible to setup call restriction to a line using AXL? If so, how?

Can you describe what you mean by 'call restriction?' If you mean to restrict calling to only certain destinations, then: yes, you can configure a restrictive Calling Search Space on UCM and assign that to a phone or to a specific line via AXL <updatePhone> or <updateLine> request.

What I mean is to restrict the user to use the phone with "Local Calling", "Local Calling and Mobile", "Domestic Calling", "International" so on

Ok, then CSS is what you want to look at manipulating. Read up on UCM CSS features, configuration and management. In its simplest incarnation, you will configure the partitions/CSS's on UCM per your requirements, and then use AXL <updateLine> or <updatePhone> to modify a phone's active CSS. I.e. switch from the '911 only' CSS to the 'Local dialing' CSS.
