Hi every body
 
Just we want in my organization to stop calling for specifc phone if his "Total out-going call number" or "quota" eceeded .
 
there is any way to access the phone setting or the callmanager using desktop or xml service ??????.

The AXL SOAP service is what you are looking for: http://developer.cisco.com/web/axl/home.
 
For your purposes, I would suggest using the <updatePhone> request to modify the Calling Search Space (CSS) to a CSS with no access to 'outbound' calls.

The question is how can i stop calling during he talk?
 
If i change his CSS  the calling will not be stopped until he finish .
 
So i want a method to stop the calling in the real time.

You should use TAPI then. CUCM has an SDK for that purpose.  check this link http://developer.cisco.com/web/tapi/home
