Core Issue
The abbreviated dial feature or softkey is presently supported on Cisco CallManager Express (CME) 3.2.x (with Cisco IOS software version 12.3(11)XL) and 3.3 (with Cisco IOS software version 12.4 mainline or 12.3(4)T). However, this feature is not supported on all IP phone types and their related phone loads.
The currently supported, CME-tested firmware for the 7940/60 phone (P00305000600) does not support abbreviated dialing at this time.
Resolution
The abbreviated dial feature will be available on 7940/7960 IP phones with 7.2 firmware. This firmware will be supported on CME 4.0 and is due to be released in the 2006.
This list shows IP phones, associated loads, and their support for abbreviated dialing on CME:

However, speed-dial and directory entry abbreviated dial will be supported for the 7940/7960 with the P00307000200 phone load when CME 4.0 and Cisco IOS 12.4T are made available in 2006.
