We're encountering two issues related to Personal Conference Numbers (PCN) when scheduling a meeting on the users behalf via XML APIs:
1. Create PCN problem1.a send api command to create PCN with global dial in enabled & invite person (createConf.xml)
1.b PCN will be created & invited person will receive email with missing global dial in numbers link

1.d when creating PCN with webex UI, invited person will get email with appropriateglobal dial in numbers link
2. Update PCN problem
2.a send api command to update PCN and change PCN host account index (updateConf.xml)
2.b PCN will be updated successfully & invited person will receive email with updated meeting data,however the entry for global dial in numbers will be missing

2.c when updating just meeting title or time with api call, email will have "International call in phone numbers" section but without proper link (same as case 1)
