Core Issue
The issue is most likely caused on a system where you have the Cisco Messaging Interface Service running but it is not properly configured because it is not actually in use.
The Cisco Messaging Interface is used when the Cisco CallManager is communicating with a Simplified Message Desk Interface (SMDI) compliant device for passing on message waiting information. That is, when Cisco CallManager is integrated with a third party system that is managing the voice messaging.
This is the error message that displays on the Cisco CallManager subscriber:

Resolution
If you do not have the Cisco CallManager integrated with a third party voice messaging system, complete these steps in order to disable the Cisco Messaging Interface service:
- On the menu, choose Application > CallManager Serviceability.
- Choose Tools > Service Activation.
- Select the server where the service seems to be activated, uncheck the service, and click Update.
