Cannot do Interlocal Call with UCCX Script

Please help, I want to make Emergency Call, I already made the script, but I have problem. I have 2 menu and on every menu there are 3 submenu, 1 Submenu can call to same number (ex. 031-222xxxxx call to 031-222yyyyy note:x & y is number), but when I call using submenu number 2 from (ex. 031-222xxxxx to 036-2333zzzzz) the call dropped suddenly. All extension is on same CUCM, and I already give the interlocal CSS for this emergency call, but it doesn't work. I will attached my script here. Please correct me if I'm wrong.

031-222yyyyy and 036-2333zzzzz are not same one is 11 digit dialing and other is 12. Are these local extensions on CM or going out to PSTN. Are both the numbers under same partition

Hi Deepak,

Yes, that has different External Phone Number Mask, both the number is on different partition & device pool.
