I have a requirement where the call center wants to have a visual alarm, actually a red flashing light connected to a PBX station port (FXS) when the caller is declaring a site down emergency.

Looking for ideas on how to light the light for 30 seconds, while routing to call to a hotline.

First thought is using an ATA, which can function as a shared line with IP phones.

But if leaving on PBX I need to send call to DID, keep call up 30 seconds, and concurrently ring the hotlines across IP phones.

Why will your "first thought" not work? Just set the ring no answer timer on the shared line to 30 seconds and you can ring the ATA line plus the IP Phones simultaneously.
