CUCM v14 cluster SIP trunk connected to T-Metrics ACD cluster. Customers calling in receive re-order tone. Does not appear to be a CAC and/or a media resource issue. Ideas?
If i understood your problem correctly, when customer calls from outside to your ACD they receive a fast busy and call reach ACD through a CUCM using sip trunk.
Does calls made from CUCM extension reaching ACD ?
