can any one know how to fix this or is this RMA

 - It could be an RMA ; you may try a full power cycle and attach a console , look at the self tests during power up and check if the problem remains the same after a full power cycle.
   If you can get a 'loader >' prompt you may try  booting the Switch using an USB flash drive ; be aware that the USB flash drive must be formatted in FAT32 in order to be recognized by the Switch in the loader> prompt.
                                    Afterwards issue the command  dir bootflash:
