COOP sessions are only between RL and Spines, never directly between RLs, since the spines are the ones which maintain the COOP database. The following diagram (present in RL whitepaper) will be more descriptive:
However, if the RLs from the same location are configured in vPC, the switches will sync up the EP information using vPC control plane.
