What is the right way to enable device tracking on 2960-x switch in order to see all connected devices on APIC-EM controller?
After many tries it still won't show any of the connected devices.

Are you using APIC-EM version 1.1.1.34 ?
It would be really helpful if you can get APIC-EM RCA log and the below cli output form 2960
Show ip device tracking all
Show cdp neighbours
Show cdp neighbours detail
Show lldp neigbours
Show lldp neighbours detail
Show ip arp
Show mac address table
Show running config from that device.

Thank You for your time, it looks like upgrade of APIC-EM from version 1.1.1.38 to 1.1.2.15 solved this issue.
