No Resources for Meraki Always On

I'm trying to use the Meraki Always On sandbox since it seems impossible to reserve the Small Business and Enterprise sandbox. How does one gain access to the Dashboard if I don't have a OTP? For those who have also ran into this problem, were you able to resolve it? If so, how?
