ESA and CWS Licensing

Couple of questions on licensing and features:

1. Can an ESA be sold with only the outbreak filter license (ESA-OF-LIC=) or is a bundle (inbound/outbound/premium) required?
2. Is the OF license correct for addressing phishing?
3. For cloud based, is there only the one SKU (CWS-LIC=) or is there an option to address phishing only?
