What is the best method to allow exceptions to bounce verification?

Depends on what you're trying to "except" from verification.

In mail flow policies you can turn off bounce verification for a specific mail flow (eg your Whitelist), but how stuff gets assigned to a specific policy is based on the HAT, which is IP based, not smtp address or other easy criteria...

Can you show me the path how can we add exception domain for bounce verification

If you want to NOT put bounce verification tags on mail to certain domains, you do that in destination controls.

If you to accept mail from certain systems that are bounces, but aren't tagged, you need to create a Sender Group under Mail Policies/HAT Overview with the IPs or domains that apply, and then create a Mail Flow Policy with the Bounce Verification/Consider Untagged Bounces to be Valid option set to "Yes".
