Hello experts,
We are successfully marking external emails with the [EXTERNAL] tag for emails unless the email is in plain text.
Is anyone else having this issue?

Update: Thanks for the walk through. I'm going to check with our email team to make sure that we didn't forget to check a box. :-)

Depending on if you have a message filter or content filter set up, you would want to see how the tagging is getting applied.
Have you checked message tracking to show how its being applied?

The last step in your message filter should be to copy a copy of your message to a quarantine.
Then you can sent yourself a copy of the final message for review.
