Rate Limit, partially do not work on ASA 5545-x

Hi, guys

I have applied three Rate Limit "Police" into three VLANs ( the configurations are similar ), but only seems the configuration works on VLAN160, others do not work (VLAN1 and VLAN5 ).

 

Please advice:
