Query windows service. Security package error

I'm using a windows activity to get the status of a Service running on another windows system
There is no firewall active on the other system and the runtime user of the target is in the administrator group.
Has anyone seen and worked around the error below, and can help me solve too?

Simple search on the error code leads to this article:

Sounds like a possible MS bug with a workaround outlined in the link.

I recommend you open a TAC case.  This will be difficult to troubleshoot on the forum.

Are you running the PO service under an account other than LocalSystem?
