Hi Mate - Not sure if I understand your question completely.
If you want to route outbound to 1800 numbers you just need route patterns to route the calls.
If you are talking about incoming to 1800 number then also its independent of the version of the CUCM - 1800 numbers are tied to your local DID number you select. So all calls to 1800 numbers are routed to that DID number controlled by your CUCM/gateway.
