10.5 Self Care Portal Page, Language setting

I have a 10.5 cluster for North America.  

I have French Canadian and Mexican Spanish users.  Is there a way i can change their self care portal pages to their native french and spanish language?  Currently it is English.

Do you have already loaded the language packs for those??

The language you see is defined by the language you have set as primary in your browser.

That worked, we changed the end user configuration to Franchais Canada, and set the browser to French Canadian and we get the page in French.
