I have a 3COM 3101 SIP phone that I am trying to add to a Cisco Call Manager 7.1. Please if you have any previous experience with this kindly drop a note as I have been on this for close to a week without success.

3COM SIP phone are not tested to work with Cisco CUCM and may not get regestered. Below link shows tested products.

But in general if you add them as third party sip phone , you can have basic functionality. What error you are seeing on 3 COM phone.

It keeps resetting from time to time and displaying the message "Connecting to NCP"

Hi,
Problem might be with 3Com phones. 3com phone needs to connect to the PBX to download
the SIP load every time it boots and CUCM do not have load for it.
See if you have any way to disable this feature in 3COM phone
