7960 phone won't read SEP<MAC>.cnf.xml file

I have been able to successfully get my Cisco 7960 phone registered with my self-hosted PBX system but there is an issue I am running into.

The log from my TFTP server is: 

 

Read request for file <SEP<MAC>.cnf.xml>. Mode octet [14/05 19:14:23.806]

Using local port 61396 [14/05 19:14:23.806]

Peer returns ERROR < > -> aborting transfer [14/05 19:14:23.853]

 

All of the other files are being transferred successfully. This is the only file that is not being transferred.

 

I've also lost access to the webserver of the phone. Before it loaded the SIP firmware I was able to browse to the webpage of the phone. Now it doesn't work anymore. The file that will not load has a setting that should allow this but since it will not load it can't be configured.

 

Any help is appreciated.

Because a 7940/7960 does not "understand" XML.  
The filename is meant to be SEPmacaddress.cnf.  And the format of the config file is not in XML "tags".
