I have a customer with phones attached to FXO ports off of a Cisco Communications manager express. They are 7964 and 6941 phones. They can not answer their 2nd call (when they are on a call). They can see the line ring, but can not put the first line on hold and answer the second. They phones are set as dual line. Is there another configuration that needs to be done. I have to access the phones either from CLI or from Cisco Communications professional.

Cisco Unified CME 9.0 provides support for the Multiple Calls Per Line (MCPL)
Before Cisco Unified CME 9.0, the maximum number of calls supported for every directory number (DN) on Cisco Unified 8941 and 8945 SCCP IP phones was restricted to two.
With Cisco Unified CME 9.0, the MCPL feature overcomes the limitation on the maximum number of calls per line.
In Cisco Unified CME 9.0, the MCPL feature is not supported on Cisco Unified 6921, 6941, 6945, and 6961 SCCP IP phones.
