9971 softkey cfwa not working

Hello,
I have a problem with the phones 9971
the call forwarding key not working.
I wanted to create a custom fac with * 21 Call Forwarding but when I dial "* 2" I have a busy signal

Could you pls clarify what exactly you are doing on whether you are trying to set CFWDALL on the phone interface or trying to configure in cme.

Also whether you are able to dial *21 and its working ?

If you are configuring in cme, share the running configuration.

FAC are meant for phones that DO NOT have softkeys, why are you trying to do this for a 9971 that does have a CFA softkey??

Is there something wrong with the CFA softkey?
