allowing International & Internal calls only & blocking Local & National calls

We need to configue only single Extn with only Internal & International calling allowed ...& Local -National call block..

how can i do this

Simply assign only those partitions in device CSS which you want to allow viz internal and international. Since device CSS won't have having access to rest of the partitions viz local-national hence those calls will be blocked.

You can also utilize line/device approach depends on your requirement and deployment size.
