when an analog phone is on a call (thru an ATA adapter), and the other party goes on-hook, the call ends, as expected. However, the analog phone gets a second dial tone and a fast busy immediately after the call disconnects.
I haven't looked at ATA firmware in a long time; however, I don't believe it has changed much over time. On the surface, this sounds like a possible firmware bug with the ATA or minor bug with CUCM version. I'd sift thru bug toolkit to see what you can find there first and foremost.
