ATA Phone 2 port will not stay disabled

We've experimented with Auto Provisioning which has worked really well. The one thing I can't resolve is how to stop the ATA's with an unused phone 2 port from Auto Registering.

It should be a simple matter of setting the SID1 value to 0 but no matter how I do it, either via the web interface or via IVR option 47, the port will not stay disabled and gets set back to value "." The ATA indicates that the update is successful but when the page refreshes, the values are back at default.

The work around I have discovered is to disable TFTP on the ATA and then SID1 remains at what ever value I set (. or 0). This leads me to believe that something on Call Manager is resetting the value and the most likely candidates are ATADefault.cfg or ATA<mac-address>.cfg via the TFTP server.

Does anyone know where those files reside and if so, can they be updated and then uploaded to Call Manager or do they just exist within the device firmware itself?

I've tried rebuilding the ATADefault.cfg using cfgfmt.exe and using a local TFTP64 to reload it to the device but because the ATA is already running 03.02.04, it won't update.

Symptoms and Actions

Symptom    Parameters with values set by using the web server interface or voice configuration menu revert to their original settings.

Possible Cause    You are using TFTP for configuration (UseTftp parameter is set to 1). The Cisco ATA has a cached version of its configuration file stored in its flash memory; this is what displayed or played through the web server interface or voice configuration menu. If UseTftp is set to 1, then the cached value of its configuration file is synchronized with its configuration file located at the TFTP server.

Recommended Action    If you are using TFTP for configuration, do not use the web server interface or voice configuration menu to modify the value of the Cisco ATA configuration file. Use the web server interface or voice configuration menu only to initially configure the Cisco ATA to use TFTP for configuration.
