Auto dial on 7940 through web interface

I'm new to the Cisco 7940's, Callmanager (ver 3.3), and Cisco unity. Im doing a internship at a local company that has about 100 or so 7940's. The issue im trying to figure out is that some of the users can click on a phone number within their web browser and the phone will automatically dial that number while other users cannot. Is there phone not setup for it? If so how can I set them up? Any help would be greatly appreciated!
