I was trying to block thru CUCM but no luck, kindly help if it is possible

Are you looking for a particular DN/user not able to dial out. If that is the case, simply play with CSS settings for the user and either choose None or the one through which they do not have the privilege to dial out.

Bottom line is that you will need to play with Partition-CSS to achieve this.

Do you mean you want to block certain DN's from making outgoing calls to specific numbers? If yes, then you probably need to look at partitions and CSS.

Simply ensure that the respective phones CSS don't see the partition of PSTN route patterns.

You mean phone CSS is None and still phone can make an external call?
Did you keep route pattern in any partition? If no, all phones will be having access to respective route patterns and will be able to make external calls. To avoid this, keep route pattern in specific partition.

Adding to what Vivek said, do a DNA and check which RP/TP is getting hit in case you are not aware of the call flow.
