I have call manager 7.x using MGCP voice gateways and I'm getting conflicting information about blocking inbound calls. I've read online that this can be done in version 7 but there is not docs supporting this, then I read that it can't. Is it possible to block an incoming call using MGCP with call manager version 7??

No, it is not possible. You would need an H.323 gateway to do this.

As Brandon said, you need an H323 gateway for this. From there you can create "blacklists" on the gateway to block specific inbound calls. There is no mechanism within CUCM for this.
