Bootloop after Factory Reset

Today I installed a used Cisco IP Phone 7961 and reset it to get access to all the blocked off configurations. Now the Phone is not booting anymore, it is repeating the booting over and over and over etc. 

 

Boot Process:

Buttons Flash

Phone shows the "Upgrading Screen"

Screen Flashes Black

Cisco Logo Shops up

Phone restarts

 

Does someone know why and how to fix it?

Deactivate tftp on cucm then activate. Give that a shot
