we have issue with intranet overseas call, someone using cisco ip phone call us (we also use ip phone), we can't hear the caller , but the caller can hear us, may i know is this the voice gateway issue or cucm issue?

Most likely a routing issue... Is the call being routed over the IP network or through the PSTN?

If it is being routed over the IP network your voice gateway isn't involved, assuming you mean H323/MGCP/SIP when you say voice gateway. You need to check router/switches/security appliances between the endpoints.
