Call Forwarding Failing for External Callers

Call forwarding to external numbers are failing from calls orginating from the PSTN.  Internal calls forward correctly to the external numbers.  This happens with phones only.  Call forwarding for internal and external callers for CTI route points work correctly.

CallManager 7.x is being used for this environment.

Thoughts?

What happens exactly? Do you get reorder, busy tone? So if an external caller calls an internal DN and this phone has CFWAll to an external number the call fails? Have you checked the CSS next to the Call Forward field? Does it include the partition of the RP needed to route to an external number?

The call just rings with no call forwarding when it fails.  There's no class of service enabled on this cluster.  So no CCS/partitions, only using the NULL partition.
