Call sharing between ISDN and SIP on CME

Hi

I'm planning for a CME project

Router 2921 with CME 9.5

Call Processing ISDN30 & SIP

Number of Phones 60 (7906,7945)

users are divided in to two separate companies (30+30)

as a requirement 30 users on DepartmentA should use ISDN for incoming/outgoing with their own DDI

and rest 30 should use the SIP for In/Out. 

Whats the effective way to accomplish this with dial-peer and translation rule.
