what exactly is your goal... basically?
is a hunt-group or mobile connect (single number reach) maybe convenient?

Thank for your response. Without Configuration problem is regarding with media resource ı guess. Is there anyone to say what should be reason of this

perhaps you can debug the cme and check what dial-peers it matches for the call to 2nd smart phone. make sure the codec configuration in the dial-peer are correct. Also, debug the failed calls and get the cause code for the failure.
