I recently installed a new server in the cluster, and this new server registers all devices (with the publisher as backup).
It was working for two weeks and found out our team did not enabled the CDR ENABLED FLAG to true, so our billing app server has no records of calls during this period.
Question is, is there a way to backup this data? Or a way to push this data back to the billing app server? Or this is all lost because the CDR ENABLED FLAG was false during this period?.

Unfortunately i think you are out of luck. Sorry for the bad news but when set to false no CDRs are generated.
CDR Enabled Flag
—This parameter determines whether CDRs are generated. Valid values specify True (CDRs are generated) or False (CDRs are not generated). For this required field, the default value specifies False. Enable this parameter on all servers in the cluster
