can't call any internal or external numbers

i have cisco 7942G phones connected to issabel call manager when i uploaded the SEPMAC.cnf.xml file it worked but only in recieving calls from other phones the error that appears is (reorder)

is the issue that i must add dialplan.cnf.xml file? and how can i make one

If out going calls are not working , apparently this must be checked from your PBX.
