Can't change language to French Canadian on IP Phone 8851

I'm trying to change the language displays on the IP Phone 8851 from English to French Canadian.

I'm running CUCM 10.5 10.5.1.10000-7 and have updated the language locale with cm-locale-fr_CA-10.5.1.1000-1.cop.

I then made the change to the User Locale to Francais Canadien, Canada but the phone won't change the language on the phone and is still in English.

Any help or documentation would be awesome.

FYI, review the locale info, it explains what phones are supported and which ones are not.
