I have installed Cisco Call Manager express 7.0 for many customer.
i have always the problem with localization. i need all my phone to use French.
in my installation, i copy the launguage CME-locale-fr_FR-French-7.0.1.1.tar to flash:/its.
and under telephony-service i made this command:
telephony-sevice
cnf-file location flash:
cnf-file perphone
user-local FR load CME-locale-fr_FR-French-7.0.1.1.tar
and under ephones i exucute reset.
few phones use french, but the most phone use always English.
i can see the alias of french with this command: show telephony-service tftp-bindings.
please any help will be apreciated.

May be the new command doesn't work, extract the files, configure tftp server, and observe the booting proces with "debug tftp events".

as p.bevilacqua said the best way to undestand what's happening, you must deb tftp events and locate what files are your phones looking for.
usually they are looking for French_France/tc-sccp.jar (for 7911)
If you store your locale files in flash:/French_France directory then you can use something like that:
tftp-server flash:/French_France/tc-sccp.jar alias French_France/tc-sccp.jar
