cdr analysis and reporting scheduler service will not start

The cdr analysis and reporting scheduler service will not start. When we attempt to restart it we are getting an error that it can be an internal windows error or a service error. Any ideas on what would keep this service from restarting. Should I try to reinstall the plug-in?

Call Manager version 4.1(3)sr2

Go ahead and reinstall the plugin deleting CAR DB.
