its a bug in version 7.5: https://tools.cisco.com/bugsearch/bug/CSCsq02189
CER GUI shows "Publisher database is down" after restarting DB Services
Symptom:
The CER Administration GUI on the Publisher shows the message "Publisher database is down". This happens because Tomcat is not able to switch to using the Publisher's database, after a failback from the Subscriber. It continues to use the Subscriber database, and thus prevents any configuration changes from being done.
Conditions:
The issue is seen when the following events occur:
- Database on CER Publisher goes down, but other services (including Tomcat) are working.
- CER Publisher's Tomcat begins to use the Subscriber's database, and therefore prevents any configuration changes.
- Database on CER Publisher comes back up. But Tomcat continues to use the Subscriber's database, without recognizing the start of local DB services.
Workaround:
Run CLI command: run sql update cerservergroup set activeserver=0
or
Restart Tomcat (utils service restart Cisco Tomcat) on Publisher
