Changes To User Profile Not Being Saved In CUCM 8.5.1

Making simple forwarding change to a user, saving and applying config. I move to a new screen  or two come back to the change I made and its gone. I can duplicate this over and over. Has always worked just fine. Where do I begin to look ?
