Cisco 2951 SRST Registration rejected

I have a cisco 2951 voice bundle and have bought 125 srst licenses. Looking at the datasheets the limit of SRST phones on this

model of router is 250. When I set the max-ephones to 120 I get a "Registration rejected" message.

I have accepted the EULA. Is there anything I can do to increase the max-ephones as the router should be more than capable of supporting the amount of phones.

Can you check whats the IOS image on the Router. AFAIK there is some problem on the version 15.1.3. Please use 15.1.2

I am running 15.1.4 and it has suddenly accepted the number of 125 max phones. Miracles do exist.
