Double checked and it seems the language cop file is only on the pub and not the sub. So you are correct.

I have reset all the servers in the cluster and still get the same issue.
I reverted back to the US language and it works fine now. (God bless America )
The UK eng locale is on both servers so that doesn't seem to be the problem.
