Cisco 7970 Sip dailplan.xml problem

hi 

i have Cisco 7970 with sip software and he works with Elastix system , i have another device like that and he work normally , i config the normally device before 2 years ago , but now i forgot  who i can upload the dailplan.xml to my device , my problem now shown in this picture , is there any solution to this situation ?!

Updating locale error message is not important.
The important thing to look for is the SEPmacaddress.cnf.xml file.

i checked it and the CNF.file with not any problem .
