Just to check if 8961 could support IPMA features like filtering of calls and enabling/disabling of "Call filtering"?

It doesn't look like the 89XX or 99XX phones support IPMA from this doc:

Oh dear. Is there any document beside the above which states clearly that IPMA is not supported by 89XX series?

when you install the following device pack, cucm Unified reporting:Unified CM Phone Feature List
tells you that from now on the 8961 and 9951 and 9971 are supportet for IPMA:
