I have IP phone CP-8961 and firmware cmterm-8961.9-4-2SR4-1_REL.
I configured ntp server in SEP...cnf.xml
<ntps>
<ntp>
<name>pool.ntp.org</name>
<ntpMode>Unicast</ntpMode>
</ntp>
</ntps>
but seems it never try to resolve time. (I found same problem in other phone model on forum).
It's a bug or there is a way to get it working?

Alright, I understand, that's fine.
Well I actually managed to get a version of the firmware, that uses the NTP parameter. I pulled it of an older CUCM installation (CUCM8) I had, since it's firmware version was older and therefore not affected by this change in firmware.
So thanks anyway and by the way, an older version of the firmware for this phone is impossible to find, I used many different search terms but I just did not find it.
