Cisco Emergency Responder Export ALI to service Provider

Hello,

Our customer has Cisco Emergency Responder 11.5 and want to add some phones on a new switch. After doing the configuration on CER, I need to export the new ALI and send it to the service provider which is Bell Aliant. How to do this process as this is the first time for me to do it? 

I read that there is AFT tool which can be used but I am unable to find it or download it from the internet.

Please advise.
