Cisco IP Phones call restriction

Hello ,

i have cucm 9  and my request is as under :

1 - User can dial PSTN in working Hours without any pin code

2 - user asked for pin code after working hours and user also able to change the pin code.

any idea please

Use TOD + FAC/CMC, but the end user cannot change either, admin needs to do it for him.
