Cisco IP phones not coming on after a switch reboot.

We have seen this issue manifest a couple of different ways but this is the most recent. We had a switch stack that got power cycled and the IP phones (8845) were just completely dead. After unplugging them and plugging them back in they came back just fine. We will also have a random occasional Cisco phone just shut off and the same has to be done to get it to come back online. Any ideas on why this could be? Does this seem like a Switch (C9200) or an end device issue.

This is a "normal" behaviour for switches that run on IOS-XE. 

Worse when the stack is running 16.12.X or early 17.3.X and early 17.6.X.
