Cisco phone system not connecting to Telstra mobile phone number

Hi All,

I am running a small business and we are discovering that Cisco office phone systems are unable connect a phone call to a Australian Telstra mobile phone number.

Has anyone come across this and have a solution to this issue as it is costing our business potential work ?

What sort of call manager are you using, Cisco-branded or is the phone a 3PCC/MPP image? 
What happens if calling other mobile phone provider, like Optus or Voda?
What actually happens if a call to a Telstra phone is placed, is there a recording?  Busy tone?
Who is the voice provider?
